Can this be applied to a shower window that is already frosted/diffused to provide additional privacy when showering at night?

These films can only be applied to smooth, shiny glass or acrylic surfaces. If the "frost" is rough or textured, it will not stay affixed very well. If it's just an internal frosted color, and the surface feels like a normal window, then it' should be fine.
