What is the texture, can it be cut, how does the non adhesive cling and is it removable?

This is a smooth polyester film with no texture at all. The static cling films are installed the same way as the adhesive. There is a clear removable liner on the back and then it is a wet install process as shown here: https://www.decorativefilm.com/installation-instructions
