Can this film be applied to a polycarbonate surface? Would it have any potential distortions on this surface?

The static cling films, as well as the adhesive films, are OK to install on acrylic. One note is that if the polycarbonate is new, it may still have some outgassing effects which may cause the film to bubble. Not likely, but there is a chance.
