Can this be used over an existing mirror with minor scratches as a way to "refinish" the mirror?

It can be installed over an existing mirror, but if the scratches are deep or wide, they will show through the film since it is a thin product. You can test one of the 5x7 samples (since they are actual film with a liner on the back) to see how it will work!
