      Can this go over glass that is frosted or does it have to be applied to clean regular glass?

      If it is a smooth, slick surface it would work well. If it is rough, textured or bumpy, it will not adhere well. Most frosted glass has 2 different sides, so as long it goes on the smooth side, you would be fine.
