Will this film block someone being able to see into a room at night from the outside if the room is lit from within?

It is possible they will be able to see some shadows as the material is not entirely frosted (more transparent where leaves are). However, this also depends on how closely you are standing to the glass when the lights are on. The further away you or any objects are, the less visibility there is looking in from outside.
