Should I be able to peel the backing off the sample that was sent to me?

Yes, there is a thin, clear, protective liner on the back of the sample. If you can't get it loose by bending the corner down, try placing two pieces of tape on, one on the front and back, and then pull the pieces of tape apart from each other.
