Can this product be used outdoors under a covered pavilion?

Although this film is not rated for exterior conditions, as long as the elements will not hit the face or edges of the film, it should hold up well. Varying temperatures should not be an issue, but rain, snow, and direct sunlight will cause wear and tear on the film.
