Can I install this on the interior and exterior of the window to increase privacy?

Yes, this film is fine for both interior and exterior installs so it will work just fine! If the window gets a lot of direct weather contact outside, you can always add a thin bead of silicone caulk to the edges after a few days of drying time. Not required though.
