Does this film provide enough privacy for a bedroom window (neighbor's LR window is 12' away)?

That film will show colors, light and motion, especially if you are close to the glass, and when the lights are on inside at night. It will be relatively clear, but just very distorted since there is no "frost" to the pattern. Consider ordering a few samples to find the film that is best for you.
