Installation in the pdf says its "Pressure-sensitive acrylic, permanent". Does that mean I don't use a water+soap solution? Is it possible to remove (guessing so)?

Installation of this material does still require a wetting solution (water, soap) as it is an adhesive-backed material. To remove the film, simply peel away from one corner. If any adhesive remains, using soapy warm water and a straight blade will remove it.
