Is this film installed on outside or inside pane of glass? I have double pane glass where the film needs to be installed, so how would it look installing on both sides, or should the film be installed

Always on the interior side if possible. This pattern looks the same from both sides. Testing samples would be necessary to determine if applying on both sides is suitable for the installation site.
